Federalism

The Proposal for the Federal system for the United Kingdom of Great Britain and Northern Ireland

Each country will have a referendum to stay in the Union before this happens.

The United Kingdom and Northern Ireland will remain four countries united.

REGIONS

Scotland , Wales, Northern Ireland and England

Each country will have a parliament residing in there capitals elected by the people by PR every four years.
These country parliaments will only be able to make laws which affect only their countries.They will have control over domestic issues like education, where to spend money, prison sentencing,agriculture and so on.

The country will be able to rearrange sub-regions upon the start of the federalism.
Each sub-division must have an elected council at the same time as the region parliaments.

The capital city of the United Kingdom and Northern Ireland will go to a vote based on the capital cities of each region. London, Edinburgh, Belfast and Cardiff

There will be an elected Council of the Kingdoms will be appointed members of that council will be drawn from each sub-division elected by AV and if that member during their time in office is taken ill, retire or removed from office the second popular person will take the job and so on. Once appointed that member must give up being affiliated with any political party and no political party may have control of that member. Members can serve an unlimited amount of time but will be elected every 5 years.

The Council of the Kingdoms will be in charge of foreign policy and security in and around the borders of the Kingdoms. It will also act as a conciliator of any region disputes. The army, navy and air force will be under control of the council however police are under control of the regions unless a state emergency is declared by the Council.

In the case of Ireland it will not get a referendum on its existence due to the nature of the country instead the United Kingdom will have talks with the Republic of Ireland to have co-share of the region.
